Dr. Krishna Hari Pushkar

Dr. Krishna Hari Pushkar, a seasoned public servant with 27 years of experience, recently joined MOFAGA on February 8th, 2023, after serving a brief tenure at the Office of the Prime Minister and Council of Ministers (OPMCM). Before his posting at OPMCM, he held the esteemed position of Finance Secretary and Revenue Secretary in the Ministry of Finance for 17 months. Before that, Dr. Pushkar served as the Secretary at the Office of the Prime Minister and Council of Ministers.

Dr. Pushkar's outstanding work in public service in Nepal has gained widespread recognition. He was a member of the Board of Directors of Nepal Rastra Bank, the country's central bank. He was the Executive Member of the National Planning Commission, a top advisory group for creating national goals, development strategies, and programs. He served as the Chairman of the Employees Provident Fund and the Deposit and Credit Guarantee Fund, prominent roles he held with great aplomb. He also sat on the Board of Directors of the Nepal Electricity Authority. He has been serving as an integral member of the Governing Council and Executive Committee of the Nepal Administrative Staff College and Executive Committee of the Civil Service Hospital since last two years.

His exceptional performance in the public sector has opened doors for international / intergovernmental opportunities. He held the position of Alternate Governor for Nepal on the Governing Board of the World Bank Group and the Asian Development Bank. He was an Alternate Council Member for Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka at the Global Environment Facility (GEF).

Throughout his career, Dr. Pushkar has held various positions, including Joint Secretary at the Ministry of Home Affairs, the Commission for the Investigation of Abuse of Authority, the Ministry of Federal Affairs and General Administration, and the Ministry of Industry, Commerce, and Supplies. He has served as the Director General at the Department of Foreign Employment and the Department of Labor and as the Joint Secretary at the COVID-19 Crisis Management Coordination Center. He has also held the positions of Chief District Officer, Province Secretary at the Ministry of Internal Affairs and Law, Madhesh Province, Minister (Economic) at the Embassy of Nepal in New Delhi, and Counselor (Labor) in the Republic of Korea.

Dr. Pushkar holds a Ph.D. in Conflict, Peace and Development Studies from Tribhuvan University, in addition to a Master's in Public Administration and Peace and Conflict Studies. He acquired his education under the prestigious DAAD fellowship program at the Otto von Guericke University in Magdeburg, Germany. He was also a proud Hubert Humphrey fellow in the United States, where he honed his skills at California State University in Sacramento and Michigan State University in East Lansing. Throughout his career, Dr. Pushkar has participated in various professional and academic courses in countries such as the Netherlands, Austria, Switzerland, India, and the United States. His expertise includes economic diplomacy, governance, fiscal and revenue administration, disaster management, inclusion, financial crime investigation, and peace and conflict management. Dr. Pushkar is also the author of some publications that include his works and articles in the areas of public service delivery, peace and conflict management, and public governance. He has been bestowed with honored medals by the President of Nepal, on the recommendation of the Council of Ministers of Nepal, recognizing his outstanding achievements.

Dr. Pushkar is a linguist fluent in Nepali, English, German, Bhojpuri, Maithili, Hindi, and Urdu. He shares a happy and loving life with his wife, Mrs. Aabha Shrestha, a Joint Secretary at the Government of Nepal. Together, they are the proud parents of two children, Aavar and Aavan. Their family is the center of Dr. Pushkar's life and the source of his greatest joy.
